HISTORICAL BACKGROUND
Cantilan Water District was initiated by the late Mayor of Cantilan and SP Member Live M. Azarcon sometime in 1989. The legal basis for the formation of Cantilan Water District, like other water districts in the country, is Presidential Decree No. 198, also known as the Presidential Water Utilities Act of 1973.
On February 20, 1990, the Sangguniang Bayan of Cantilan, Surigao del Sur passed Resolution No. 25-1990, adopting and affirming the organization of the Cantilan Water District.
On May 4, 1990, the Local Water Utilities Administration, thru the Board of Trustees Resolution under the Chairmanship of Trustee Benjamin E. Diokno, granted and issued Conditional Certificate of Conformance (CCC) No. 441 to the Cantilan Water District.
The first project of the District was implemented in June 1993 and became operational in September 1994. The project was funded through loans provided by LWUA.
During the first term of Hon. Propero “Butch” Pichay, Jr. as Congressman for the 1st District of Surigao del Sur, CWD was able to seek financial assistance from his CDF in the amount of P500,000.00. The fund was used to develop the Malitangtang Pumping Station as augmentation of the water source of the District.
In 2005, the District availed an additional loan fund from the KFW thru the LWUA for the rehabilitation and improvement of the water system. From this loan, the District was able to develop the Calagdaan Deep Well and expanded its service area.
The District was also a beneficiary of the Filtration Facility initiated by Congressman Philip A. Pichay and additional funds from LWUA thru the Non-LWUA Initiated Funds (NLIF) during the incumbency of Hon. Propero “Butch” A. Pichay as LWUA BOT Chair.
On May 4, 2015, CWD will celebrate its 25th Founding Anniversary.
